Local content in practice: building capability that lasts

Local content creates lasting value when national participation is connected to real capability development. In Angola, the direction of local content is focused on increasing the participation of national companies while protecting and developing Angolan jobs and skills.

OMALU was created with this goal at its core. Built in Angola and prepared for the energy sector, our ambition is to show that an Angolan company can operate to international standards while keeping local proximity, knowledge of the context and a commitment to creating value in Angola.

Beyond participation

Sustainable local value requires more than filling positions. Training, structured competence development, supplier participation and practical knowledge transfer can strengthen the capability that remains in the national economy after an individual project ends.

At OMALU, training is treated as an essential element for safety, quality and operational productivity. Our training capability is oriented towards operational technical training, strengthening safety culture, workforce development, training planning, technical assessments and refreshers, and capacity building and local content. Supplier participation also matters: procurement discipline, with transparent processes, clear criteria and responsible management of supplier relationships, gives national companies a clear and fair way in.

Partnerships as a capability-transfer mechanism

International specialists, OEMs and service providers can contribute technical expertise while working with strong local implementation partners. When structured around knowledge transfer, these relationships can accelerate the development of national delivery capability.

We seek responsible partnerships: collaboration with entities that share principles of ethics, operational discipline and a commitment to responsible value creation, and partnerships based on trust and performance. The value for Angola is greatest when local teams are part of the work, not observers.

OMALU’s ambition

OMALU aims to build a predominantly Angolan workforce for operational delivery roles, supported by partnerships focused on training, knowledge transfer and capability development. The objective is to create local value that strengthens Angola’s position in the energy value chain.

This is part of our mission: to provide technical and operational services for the energy sector with a focus on safety, quality, execution discipline and real capability transfer to national professionals and partners. It also reflects our practical view of ESG, where safety, environment, people and governance are integrated into the company’s systems, behaviours and decisions.
